0.1 What This Report Is

This report is the official codification of Korea's new town development experience โ€” a retrospective reconstruction spanning five decades, from the industrial complexes of the 1960s to the U-City and smart city visions of the 2010s. It was authored by Bum Hyun Lee of the Korea Research Institute for Human Settlements (KRIHS), supervised by the Ministry of Land, Transport and Maritime Affairs, and published in 2012 under the KSP Modularization of Korea's Development Experience initiative.

The report was designed from the outset for a single purpose: to share Korea's development experience with partner countries. A text written for this purpose makes choices โ€” about what to foreground, what to compress, and what to omit. Reading it critically means reading both for its substantive lessons and for those silences.

Type A Industrial Cities โ€” Anchoring Manufacturing in Planned Urban Space

"We need to attract industry and create jobs, but we lack the infrastructure and spatial framework to make it happen at scale."

What Korea Faced

Korea's first generation of new town development was driven by a single imperative under the 1st Five-Year Economic Development Plan: create the physical infrastructure for industrialization. Industrial cities built in the 1960s and 1970s โ€” Ulsan for heavy and chemical industries, Pohang for steel, Gumi for electronics, Changwon for machinery, Banwol/Ansan for general manufacturing, and Yeocheon for petrochemicals โ€” were not merely industrial districts. They were designed as self-sufficient cities with both industrial and residential functions, meaning housing, services, schools, and commercial facilities were built alongside factories.

A notable feature of this era was early public-private interaction. The report notes that the Ulsan industrial complex development was partly initiated by a private sector proposal submitted by the CEO of Samsung, who drew on examples from the Rhine, Rotterdam, and the Netherlands. This public-private combination became a structural feature of Korean new town governance from the outset.

By end-2007, 650 industrial complexes had been formed nationwide โ€” 31 national, 257 general, 3 urban cutting-edge, and 359 agricultural and industrial complexes โ€” covering a total area of 832.53 million mยฒ.

Industrial city construction requires simultaneous investment in residential and social infrastructure โ€” not just factory sites. Cities that build only factories become dormitory appendages to existing urban centers. The self-sufficient city concept (independent residential, commercial, and industrial functions within one planned territory) is what distinguished Korea's industrial complexes from pure export processing zones.

The industrial city model is highly transferable in its spatial logic โ€” bundling industrial zones with residential and social infrastructure. The public-private initiation model (as in Ulsan) offers a governance template. However, transferability requires: state capacity for land acquisition at scale; legal authority to designate and develop industrial complexes; and a private sector with sufficient capital and technical capacity to partner. The equity limitations (regional imbalance, environmental neglect) documented in the report are warnings, not features.

First Action
Before designing your industrial zone, conduct a residential needs assessment: how many workers will the zone require? Where will they live? Build the residential and social infrastructure plan before finalizing the industrial land use plan โ€” not after. Korea's Banwol/Ansan (planned for 200,000, exceeded 700,000 by 1995) shows that population projections consistently underestimate demand in rapidly industrializing contexts.

Type B Housing Supply โ€” Residential New Towns to Stabilize Urban Markets

"Housing prices are rising 30% a year. We need massive supply quickly, but land near the city center is unaffordable."

What Korea Faced

Korea's second paradigm shift was driven by a housing crisis of extraordinary proportions. The annual rate of increase of land prices reached up to 30% between 1988 and 1990. In response, the government launched the Two-Million-Homes Construction Program in 1989, anchored by five new towns in the Seoul Metropolitan Area: Bundang, Ilsan, Pyeongchon, Sanbon, and Jungdong. These were planned for a total of 5,014 ha and 1.17 million people, selected under criteria requiring commute within one hour from large-scale development areas within 20โ€“25 km of Seoul, easy linkage with existing infrastructure, and low land prices.

The results were significant. 67.5% of total residential units in the new towns were provided to low-income families without homes. Following a sharp price rise since 1989, housing prices began to decrease from April 1991. Open space ratios in Ilsan and Bundang reached approximately 60% of total urban area.

However, the report is candid: the Phase 1 new towns' emphasis on volume of supply constrained quality of urban environment. Their urban forms were "somewhat far from creating a garden city with a lot of amenities." The Phase 2 new towns (2001โ€“2015) responded to this: green space per capita rose from 9.2 mยฒ/person (Phase 1) to 26.7 mยฒ/person (Phase 2), a 190% increase.

Speed of housing supply and quality of urban environment exist in tension. Phase 1 solved the quantity problem but created a liveability deficit. Phase 2 corrected this โ€” but required 15 more years and substantially more complex planning. The choice of which problem to solve first is a political, not a technical, decision.

The public developer model (Housing Site Development Promotion Act allowing state land acquisition through eminent domain) is highly enabling but requires legal authority most developing countries do not yet have. The financial model of housing supply โ€” recovering costs through land and unit sales โ€” depends on market depth. In low-income or low-growth contexts, this model generates fiscal risk. The New Town Project (urban regeneration) additionally shows how supply-focused renewal can displace the residents it aims to help.

First Action
Map the legal basis for public land acquisition in your country. If no equivalent to the Housing Site Development Promotion Act exists, this is the legal reform that must precede any new town program. Without public land assembly authority, developers will face speculative land prices that make affordable housing impossible. Korea's Phase 1 success rested fundamentally on this legal capacity, not on urban design or construction technology.

Type C Decentralization โ€” Relocating Government to Rebalance Territory

"The capital holds 30% of our population, 60% of government jobs, and 70% of GDP. We know we must decentralize, but politically it is nearly impossible."

What Korea Faced

Korea's geographic concentration was structurally embedded. In the 1970s, the government attempted to build a new administrative capital to disperse population from Seoul โ€” and failed because it violated the Korean constitution. Three decades later, a new approach produced Sejong City (Multi-functional Administrative City, MAC). The key contents of the governing Special Act included: prescribing balanced development of the national territory; transfer of 12 ministries, 4 departments, and 2 offices of the central government; distribution of 177 public institutions throughout the nation; and a special account for MAC construction โ€” to be completed by 2030.

Simultaneously, Innovation Cities were designated โ€” 10 planned urban areas explicitly designed to receive relocating public institutions from Seoul, accelerating regional economic development. A persistent challenge: the MAC outer area, where residents demanded cancellation of development restrictions or proper compensation. The report recommends "downsizing the outer area and purchasing affected lands," noting that "provision of community facilities alone does not reduce people's grievances."

Decentralization of government functions requires a dedicated Special Act with explicit legal authority โ€” general planning law is insufficient. Constitutional legitimacy is not merely a legal technicality; Korea's first attempt failed on this ground. The MAC model also demonstrates that relocating ministries is not enough: economic activation requires innovation functions, research institutes, and private investment to follow.

Korea's failed first attempt shows that the legitimacy of capital decentralization must be established before the planning begins. The MAC model requires: constitutional clarity; dedicated legislation; sustained political commitment across multiple electoral cycles; and a civil service willing to relocate. Countries where the capital city is a major political power base face structural resistance that no Special Act can resolve alone.

First Action
Before designing an administrative capital or relocation program, conduct a constitutional review: does your existing legal framework permit the transfer of central government functions to a new city? If not, what legislative or constitutional change is required? This is Korea's most expensive lesson โ€” the 1970s plan was abandoned after substantial investment because the constitutional foundation was not verified first.

Type D Private Capital โ€” Enterprise Cities and the Limits of Market-Led Development

"Our public budget cannot fund another new city. We need private developers to build it, but they will not come without a framework that makes it profitable."

What Korea Faced

The Enterprise City development project was proposed to the government by the Federation of Korean Industries (FKI) in 2003 to encourage company investment and create jobs. The Special Act on Enterprise City Development (December 2004) classified enterprise cities into four types: industrial trading, knowledge industry, tourism and leisure, and a composite type. Total planned development area: 804 kmยฒ; target population: approximately 3.1 million; total construction cost: approximately 14.7 trillion Korean Won (~147 billion USD).

The report is candid about the difficulties: "it is difficult for Enterprise City designated areas to create sufficient development profits". Investment companies faced financial difficulties and low development profits after completion. The model explicitly mobilized private capital for urban development โ€” and documented where this balance can break down.

๐Ÿ’ก Korea's Core Lesson

Private capital can be mobilized for urban development at scale, but only within a clear public framework (designation, infrastructure provision, land transaction controls). Without sufficient market depth โ€” specifically, sufficient housing and commercial demand to generate returns โ€” private developers will underdeliver or fail financially. The Enterprise City experience is Korea's most honest account of market-led urban development's structural limits.

The Enterprise City model requires: a private sector with capital and expertise to execute large-scale urban projects; a market with sufficient effective demand to generate returns on investment; a government with legal authority to designate areas, provide infrastructure, and control speculative land transactions; and sustained commitment across an investment horizon of 10โ€“20 years. In thin private investment markets, the model generates fiscal risk rather than fiscal relief.

First Action
Conduct a private sector capacity assessment before designing your enterprise city program. Can domestic developers finance, construct, and market 30โ€“100 kmยฒ of mixed-use development? If not, the framework will attract speculative land-banking rather than genuine development. Korea's report recommends that "both national and local governments and private development companies develop new approaches" โ€” which means the existing model needed reform even in Korea.

Type E Urban Quality โ€” Upgrading Liveability, Sustainability, and Smart Infrastructure

"We have built the city. Now we need to make it liveable, environmentally resilient, and technologically integrated โ€” without the budget for a complete rebuild."

What Korea Faced

Korea's Phase 2 new towns (2001โ€“2015) represented a deliberate quality upgrade over Phase 1. The development plan aimed to shift the negative perception of new towns by deploying green networks, ecology parks, adoption of waterways, and mixed-use development; connectivity via Bus Rapid Transit (BRT), bicycle paths, and trams; traffic-calming techniques for pedestrian-friendly streetscapes; community facility complexes combining cultural, welfare, and sports facilities; and residential layouts combining rental and lot-sold housing for social mix. Green space per capita rose from 9.2 mยฒ/person (Phase 1) to 26.7 mยฒ/person (Phase 2). Park area ratios increased by 10โ€“12.5 percentage points.

The U-City (Ubiquitous City) model represents Korea's fourth-generation new town concept โ€” integrating ubiquitous computing and smart infrastructure into the physical design of new towns. By 2013, the Korean government projected 60,000 jobs related to U-City and planned to spend approximately 490 billion Korean Won developing the U-City industry over five years.

Quality-driven planning requires a different fiscal and institutional model than quantity-driven planning. The transition from Phase 1 to Phase 2 was possible because Korea had accumulated technical, institutional, and financial capacity over 15 years. Countries attempting to leapfrog directly to quality without first solving supply are unlikely to succeed โ€” but countries that solve supply without planning for quality will create a liveability deficit that is expensive to retroactively correct.

The design principles of Phase 2 new towns โ€” mixed-use, green networks, social mix in housing, community facility complexes โ€” are highly transferable at relatively low additional cost if built into the original plan. Retrofitting liveability to existing low-quality new towns is expensive. U-City technology integration, by contrast, requires digital infrastructure, data governance frameworks, and private sector technology partners that most developing countries cannot yet assemble.

First Action
For your next new residential development, set minimum standards for park area ratio (Korea's Phase 2 used 25โ€“35% of total urban area) and green space per capita (26.7 mยฒ/person in Phase 2) before land use planning begins. These standards are design constraints that must precede, not follow, site planning. In Korea, the failure to set these standards in Phase 1 required a 15-year correction cycle in Phase 2.

The political logic is clear: aging neighborhoods need renewal, and the policy is wildly popular among homeowners who expect their properties to rise in value after designation.

Your team's analysis tells a different story. You have calculated that the simultaneous demolition and rebuilding of 12 large districts will reduce the total housing stock for an estimated three to five years while construction proceeds โ€” precisely the period during which displaced households, many of them low-income renters paying Jeonse, will need to find alternative accommodation. You also know from the designation process that many of the 12 districts were selected in response to local political pressure, not based on technical criteria of degradation severity or development readiness. You have evidence that at least four districts should not have been included.

The mayor's office has made clear that the political window for this announcement closes in one week. The mayor wants to go forward with all 12 designations. You have one meeting with the deputy mayor tomorrow morning.

The report later documented the outcome: "original residents preferred private-sector development but could not afford to return due to rising residential expenses after improvement; the large size of districts slowed implementation and worsened relocation issues. The destruction of homes during the project caused housing supply to lag demand, raising Jeonse prices and displacing low-income tenants."

The morning meeting with the Deputy Mayor lasts forty minutes. You bring two documents: the housing price impact model and a one-page map showing the four districts that failed the technical designation criteria. You do not ask the mayor to cancel the announcement. You ask for one modification: a phased release schedule.

Your proposal is specific. Announce all twelve districts today as planned โ€” this preserves the political win. But legislate a binding implementation sequence: no more than three districts may enter the demolition phase within any eighteen-month window. This gives the housing stock time to absorb displaced households before the next wave of demolition begins. You attach cost estimates: the phasing delay costs approximately 8% of projected development revenue. The alternative โ€” a Jeonse price spike of 20โ€“40% in surrounding districts โ€” would cost low-income renters an estimated โ‚ฉ1.2 trillion in aggregate rent increases over three years.

This is not a story about a planner who failed. It is a story about the structural limits of technical advice inside a political process โ€” and about why the report's silence on distributional outcomes is not an accident, but a choice.

Technical evidence alone does not change political decisions. The planner in this scenario had the data. The question was how to present it in a form the political process could absorb โ€” and what to fight for when full reversal was not possible. The phasing proposal was a technical instrument designed to work within a political constraint, not against it.

The Jeonse mechanism made displacement invisible to the report's authors. Rising Jeonse prices appear in aggregate statistics, not in the names of individual displaced households. This is why the report acknowledges the outcome but does not analyze it as a distributional failure โ€” it is documented as an implementation problem, not a policy design problem.

The four districts that should not have been designated were never removed. Political designation processes, once announced publicly, are rarely reversed on technical grounds. Understanding this limit is part of what it means to operate as a planner inside a government โ€” as opposed to advising one from outside.
